The Russian authorities plan to collect 136 billion rubles from electronics manufacturers and importers over six years through a new technology fee. Annual revenues are expected to amount to 22.7 billion rubles. The new tax will come into effect on December 1, 2026, upon the import of electronic components and finished products, as well as during their production in Russia. The funds will be directed towards the development of the radio-electronic industry, which supports the military-industrial complex. Payments will depend on the brand, model, and technical specifications of the device, with a maximum rate of up to 5,000 rubles per unit. The introduction of the fee has been postponed by three months from September 1, 2026, to avoid price increases ahead of the State Duma elections. Associations warn of the risks of rising equipment costs and monopolization, pointing to the possibility of high tariffs for foreign brands. There is also a noted lack of clear mechanisms for distributing the collected funds for the modernization of production lines.
