ECB Concerned About Trump Administration's Interference in Financial Markets Affecting Fed Independence
On August 31, European Central Bank officials expressed concerns over the frequent interventions by the U.S. government in the foreign exchange and Treasury markets. Sources revealed that Federal Reserve officials committed to continuing international cooperation arrangements during the Jackson Hole annual meeting but could not guarantee that the Trump administration would not suddenly change policies. European officials are particularly dissatisfied with the U.S. Treasury's recent financial market operations, especially the intervention on August 1, which involved selling euros and buying yen without prior notification as is customary. Additionally, U.S. Treasury Secretary Mnuchin's expansion of long-term Treasury buybacks has raised concerns about the blurred boundaries between fiscal, exchange rate, and monetary policy. European officials warned that if the U.S. government continues to use financial tools for economic and trade objectives, the market may question the Fed's policy independence and the stability of the dollar swap mechanism, and they are concerned that the U.S. government may further pressure the Fed to intervene in the Treasury market. Currently, there are no signs that the dollar swap arrangements will change, and newly appointed Fed Chair Kevin Warsh is actively communicating with European policymakers, receiving relatively positive feedback.
