Putin Signs Law on Digital Currencies in Russia
President of Russia Vladimir Putin has signed the law "On Digital Currencies and Digital Rights." The document, dated August 4, 2026, No. 282-FZ, has been published on the federal legal information portal. The State Duma adopted it on July 21, and the Federation Council approved it on July 24. The law establishes rules for the circulation of digital currencies and digital rights, defining four basic concepts: "Circulation of Digital Currencies," "Organization of Digital Currency Circulation," "Circulation of Digital Rights," and "Organization of Digital Rights Circulation." The Central Bank will oversee the activities of digital currency circulation organizers. The law allows for the restriction of transfers and acceptance of payments if there are suspicions of illegal activities. The bank can limit the movement of funds if a payment is linked to the illegal circulation of digital currencies. The law also defines types of digital accounts and rules for transactions involving digital currencies. The new regulations will come into effect on September 1, 2026.
