EU Council Increases Funding for Ukraine by €8.3 Billion

On July 30, the EU Council approved changes to the Ukraine Facility program, increasing funding for 2026 by €8.3 billion. Ukraine must meet 27 new reform indicators, including anti-corruption measures and judicial processes, to receive the funds. The financing will be provided through the Ukraine Support Loan mechanism, agreed upon in February 2026. Compliance with the Ukraine Support Plan is a prerequisite for disbursements. The total number of indicators in the Ukraine Plan has increased from 146 to 173, with 27 new indicators added, 10 of which require the adoption of new laws. 34 existing milestones of the program have been revised, and the deadlines for 12 reforms have been postponed. The new requirements emphasize the rule of law, anti-corruption efforts, and Ukraine's integration into the EU. The Ukraine Facility support mechanism has been in effect since March 1, 2024, and provides over €50 billion in funding through grants and loans for 2024-2027. Under the program, €6 billion in transitional funding and €1.89 billion in pre-financing have been disbursed.
