Belgium Opposes Transfer of Frozen Russian Assets for Ukraine
Belgium does not support the transfer of frozen Russian assets from the Euroclear depository to another EU financial structure for their confiscation in favor of Ukraine. A Belgian official stated that the country's position remains unchanged and any proposal must be legally impeccable, considering the risks of litigation in Russia. Belgian Defense Minister Theo Francken emphasized that the use of frozen assets to support Ukraine is not under discussion. The European Commission is seeking new options for organizing reparations loans to Ukraine using these assets, including the possibility of transferring assets from Euroclear to other financial institutions. Following Russia's invasion of Ukraine, approximately €260 billion of Russian assets have been frozen, of which €200 billion are held in Euroclear. The EU is using the income from these assets to financially support Ukraine. In response, the Central Bank of Russia filed a lawsuit in the Moscow Arbitration Court, which in 2026 granted the claim for the payment of 18.17 trillion rubles to Euroclear. Euroclear has also filed a lawsuit against the Central Bank, challenging the decision of the Russian court.
